for professional achievement in the superior performance of his duties while serving in USS CAPODANNO (FF 1093) from 24 October 1989 to 1 April 1990.  Petty Officer Contreras is an outstanding technician who consistently demonstrated superb troubleshooting and repair technique.  He was instrumental in maintaining all electronic navigation equipment at peak operational readiness.  As ship's Electronic Test Equipment Calibration Coordinator, he organized the timely repair and calibration of all shipboard test equipment.  His concern for and commitment to his shipmates were apparent while he worked vigorously and unselfishly to coordinate, direct, and improve the ship's entertainment system.  Petty Officer Contreras' professionalism and loyal devotion to duty reflected great credit upon himself and the United States Naval Service.
