For professional achievement in the superior performance of his duties from August 1993 to October 1996 as an instructor at Electronics Training Department, Fleet Training Center, Norfolk, Virginia. Petty Officer Contreras utilized superior technical expertise and articulate communications skills to provide quality training to ober 650 students in the Officer in Tactical Command Information Exchange System Operator and Maintenance courses. His thorough understanding of satellite communications and system configurations, coupled with his meticulous effort to research data, directly enhanced the development of extra study packages and homework review procedures. A superb instructor, he eagerly volunteered to teach special class convenings and was available to provided one-on-one instruction. His superb efforts were key ingredients to the student's success. Additionally, he personally ensure 100 percent readiness of the technical training equipment and supporting test equipment. He consistently devoted his time and effort to improving his personal instuctional technique and willingly assisted others. Petty Officer Contreras' performance reflected great credit upon himself and the United States Naval Service.
