For professional achievement in the superior performance of his duties while serving as Security Clerk in USS EMORY S. LAND (AS-39) from July 1992 to June 1993.  Petty Officer Contreras consistently performed his demanding duties in and exemplary and highly professional manner contributing significantly to USS EMORY S. LAND's ability to provide vital fleet support.  His steadfast approach and never ending drive was essential in helping to alleviate the paper work shuffle in processing visitors and tracking personnel clearances.  Demonstrating superb analytical ability and technical knowledge he conceived and developed computer programs to automate security access lists, personnel clearances, and briefings.  These programs significantly provided a concise and easy tracking system of shipboard personnel and visitor processing.  His devotion to duty and professional attitude was an inspiration to all who worked with him.  Through his professionalism, initiative, and loyal dedication to duty, Petty Officer Contreras reflected great credit upon himself, the Submarine Force, and the United States Naval Service.
